About the Role
We are hiring on behalf of a leading international EPC contractor for a Commissioning Manager to join a major oil & gas project based in Oman. This is a key leadership position responsible for managing the safe and efficient commissioning of upstream processing facilities, ensuring compliance with technical standards, HSE policies, and client requirements.

Key Responsibilities
Lead and oversee all pre-commissioning, commissioning, and start-up activities across process, mechanical, electrical, and instrumentation disciplines.
Develop and implement commissioning execution plans, schedules, and procedures.
Interface with construction, HSE, operations, QA/QC, and engineering teams to ensure seamless integration and handover of systems.
Ensure strict compliance with project specifications, safety regulations, and industry standards.
Manage and coordinate commissioning teams and vendors to achieve project milestones.
Prepare and maintain detailed documentation including check sheets, test packs, punch lists, and handover dossiers.
Identify and resolve technical issues that arise during commissioning, escalating when necessary.
Support training and readiness of the client operations team.
Requirements
Degree in Mechanical / Electrical / Instrumentation Engineering or related discipline.
Minimum 10β15 years of experience in commissioning roles, with at least 5 years in a leadership role on major oil & gas EPC projects.
Proven experience on Middle East-based upstream or processing plant projects.
Strong knowledge of commissioning procedures and HSE best practices.
Familiarity with permit-to-work systems, pre-startup safety reviews (PSSR), and project completions systems (e.g., WinPCS, ICAPS, etc.).
Excellent leadership, communication, and stakeholder management skills.
