Job Title: Lead HSSE Compliance Engineer – Oil & Gas Projects
Position Overview:
We are recruiting a Lead HSSE Compliance Engineerfor a long-term assignment in Oman, supporting high-stakes FEED and Detailed Design projects in onshore oil, gas, and emerging energy sectors. This client-facing role demands a strategic safety leader to enforce HSSE excellence, ensure regulatory compliance, and mitigate risks across brownfield and greenfield operations.
Key Responsibilities:
HSSE Governance: Act as the client’s primary HSSE representative, enforcing compliance with OQ HSSE management systems, international standards (ISO 45001/14001), and local regulations.
Risk Mitigation: Lead Hazard & Effect Management Process (HEMP) workshops, risk assessments, and Permit-to-Work (PTW) audits to proactively identify and resolve safety gaps.
Contractor Oversight: Inspect and approve contractor equipment, facilities, and personnel (HSE Advisors) pre-mobilization. Monitor adherence to method statements, lifting plans, and waste management protocols.
Incident Management: Coordinate incident investigations, root cause analyses, and corrective action closeouts. Deliver safety briefings (TBTs, gate meetings) to uphold a zero-incident culture.
Compliance Assurance: Review and approve contractor documentation (risk assessments, emergency plans), conduct site inspections, and track audit NCRs to ensure alignment with project HSSE plans.
Continuous Improvement: Advise project teams on best practices, emerging regulations, and innovative safety technologies to elevate HSSE performance.
Qualifications:
Education: Bachelor’s degree in Engineering, Occupational Safety, or related field.
Experience:
15+ years in oil & gas HSSE roles, including 6+ years in FEED/Detailed Engineering environments.
Proven track record in onshore brownfield/greenfield projects with contractors and multi-disciplinary teams.
Expertise in HEMP, PTW systems, and incident investigation methodologies (e.g., TapRooT).
Familiarity with waste management, SIMOPS, and international HSSE standards (OSHA, NFPA).
